Public Consultation Minutes – Investigation on the Application of Anti-Dumping Measures on Hot Rolled Steel Products Originating from India and China

On June 4, 2025, the Trade Remedies Authority of Vietnam (TRAV) held a public consultation session regarding the investigation into the application of anti-dumping measures on hot rolled steel products originating from India and China.

This public consultation was conducted in accordance with Article 70 of the Law on Foreign Trade Management (2017) and Article 13 of Decree No. 10/2018/ND-CP, which details the implementation of certain provisions of the Law on Foreign Trade Management concerning trade remedy measures. The session aimed to provide an opportunity for relevant parties to present their opinions, perspectives, and any information related to the case.

The consultation session was attended by 87 delegates representing relevant stakeholders, including:

• The Trade Remedies Authority of Vietnam – the investigating authority;
• Departments under the Ministry of Industry and Trade: Department of Innovation, Green Transition and Industrial Promotion; Department of Industry; and Legal Department;
• Ministry of Finance representatives: General Department of Customs – Customs Tax Policy Division;
• Industry associations: China Iron and Steel Association; Vietnam Steel Association; Vietnam Supporting Industries Association; Vietnam Association of Mechanical Enterprises;
• Domestic producers;
• Foreign producers and exporters;
• Importers; and
• Authorized representatives of interested parties involved in case AD20.

During the consultation, the investigating authority listened to the comments of all relevant parties. All opinions and arguments were summarized, reviewed, and assessed for consideration in the final conclusion of the investigation, ensuring the investigation is conducted fairly, transparently, and in accordance with Vietnamese law and WTO regulations.

The Trade Remedies Authority of Vietnam has finalized the minutes of the public consultation and sent them to the interested parties involved in the case.
