Request for additional information on the application for investigation to apply anti-dumping measures on hot-rolled steel products

On March 19, 2024, the Department of Trade Remedies, Ministry of Industry and Trade received a request for investigation to apply anti-dumping measures on hot-rolled steel products (HRC) originating from China and India from enterprises representing the domestic manufacturing industry.

After reviewing the investigation request dossiers of domestic manufacturing enterprises, based on the provisions of Articles 28 and 30 of Decree No. 10/2018/ND-CP dated January 15, 2018 of the Government detailing a number of articles of the Law on Foreign Trade Management on trade remedies, the Department of Trade Remedies has issued a notice requesting enterprises to submit dossiers to continue to complete and supplement dossiers to clarify the contents and information related to the allegations of dumping of imported goods, damage to the domestic manufacturing industry and the causal relationship between dumping and damage to the domestic manufacturing industry in accordance with regulations.

In addition, the Ministry of Industry and Trade has also received comments from a number of other related enterprises expressing their interest in the possibility of initiating an anti-dumping investigation on hot-rolled steel products (HRC) imported from China to Vietnam.

The next process related to the case:

After domestic manufacturing enterprises submit additional information and documents as requested, the Trade Defense Department will review the documents based on the provisions of the Law on Foreign Trade Management and Decree No. 10/2018/ND-CP.

In case the documents need to be further supplemented and completed, the Trade Defense Department will continue to request enterprises to complete and submit them to the Trade Defense Department.

In case the documents are complete and valid according to the provisions of the Law on Foreign Trade Management and Decree No. 10/2018/ND-CP, the Trade Defense Department will have 45 days to review in detail the contents of the documents regarding the allegations related to dumping, damage to the domestic manufacturing industry and the causal relationship as a basis for deciding whether or not to investigate the case. During the appraisal process, the Department of Trade Defense will carefully and objectively review and evaluate the information in accordance with the provisions of law.
