The Ministry of Industry and Trade of Viet Nam imposes definitive anti-dumping duties on the import of certain prestressed concrete strand products originating in Malaysia, the Kingdom of Thailand, and the People’s Republic of China (Case number: AD17)

On 14th January 2025, The Ministry of Industry and Trade of Viet Nam issued Decision No. 143⁄QĐ-BCT on the imposition of definitive anti-dumping duties on the import of certain prestressed concrete strand products originating in Malaysia, the Kingdom of Thailand, and the People’s Republic of China.

Accordingly, the definitive anti-dumping duties imposed to the import of certain prestressed concrete strand products from Malaysia, the Kingdom of Thailand, and the People's Republic of China are from 9.79% to 28%.

During the investigation, the Ministry of Industry and Trade has complied with the relevant provisions of Law on Foreign Trade Management 2017 and Decree No. 10/2018/ND-CP dated 15 January 2018 of the Government detailing some articles of the Law on Foreign Trade Management on trade remedies measures.

The final determination concluded that: (i) the import of certain prestressed concrete strand products originating in Malaysia, the Kingdom of Thailand, and the People’s Republic of China are identified as being dumped into Viet Nam; (ii) there is a material retardation of the establishment of a domestic industry; and (iii) there is a causal link between the import of dumped products and the material retardation of the establishment of a domestic industry.

The anti-dumping duty on prestressed concrete strand products from Malaysia, the Kingdom of Thailand, and the People's Republic of China may be reviewed and adjusted upon request from interested parties in accordance with the Law on Foreign Trade Management 2017.
