MOIT Initiates Anti-Circumvention Investigation on Hot-Rolled Steel Products Originating from China (case code: AC03.AD20)
On October 27, 2025, the Ministry of Industry and Trade (MOIT) issued Decision No. 3176⁄QD-BCT to initiate an anti-circumvention investigation of the anti-dumping measures applicable to certain hot-rolled steel products originating from the People’s Republic of China (Case Code: AC03.AD20).
The investigation was initiated based on a petition filed by two domestic producers — Hoa Phat Dung Quat Steel Joint Stock Company and Formosa Ha Tinh Steel Corporation — requesting an Anti-Circumvention Investigation of the existing anti-dumping duties imposed on hot-rolled steel products with a width greater than 1,880 mm and less than or equal to 2,300 mm originating from China.
Previously, on July 4, 2025, the MOIT issued Decision No. 1959/QD-BCT, imposing definitive anti-dumping duties on certain hot-rolled steel products from China and terminating the investigation against similar products from India.
The petitioners provided prima evidence suggesting that Chinese-origin products might have been modified slightly in form or specification to evade the existing trade remedy measures.
Proceeding
In accordance with Vietnamese law, following the initiation, the Investigating Authority will issue questionnaires to relevant stakeholders to collect information for analysis and verification of the alleged circumvention behaviors.
The Investigating Authority may conduct on-site verification of the submitted data before making its final determination. The investigation will be carried out objectively and transparently, in line with Vietnamese regulations and international commitments, to ensure fair competition and effective enforcement of trade remedy measures
