Ministry of Industry and Trade decides to conduct an anti-dumping investigation on certain Hot-Rolled Steel originating from the Republic of India and the People's Republic of China

On July 26th, 2024, the Ministry of Industry and Trade issued Decision No. 1985⁄QD-BCT to conduct an anti-dumping investigation on certain hot-rolled steel originating from the Republic of India and the People's Republic of China.

The Decision is based on the petition submitted by domestic producers pursuant to the Law on Foreign Trade Management, which claims the imported hot-rolled steel to be dumped into Vietnam, thereby causing material injury to the domestic industry.

Upon receipt of the request, the Investigating Authority (Trade Remedies Authority of Viet Nam) has requested the Petitioners to provide additional information, data to clarify certain allegations in the Petition. During the evaluation process, the Investigating Authority consulted with relevant agencies

In addition to the information provided by relevant agencies, the Investigating Authority received comments from several downstream companies whose producing galvanized steel, coated steel and steel pipes that consume hot-rolled steel as raw material. The Investigating Authority will thoroughly consider and assess these opinions based on verified information and data, which will be reflected in the final determination of the investigation.

Pursuant to the Decision No. 1985/QD-BCT, the period of investigation for dumping assessment is from July 1th, 2023 to June 30th, 2024 and  for  injury assessement is from July 1th, 2021 to June 30th, 2024.

Next Steps:

According to legal regulations, after initiating the investigation, the Investigating Authority will send questionnaires to interested parties to collect information for analyzing and evaluating: (i) dumped imports into Viet Nam; (ii) of material injury or threat of causing material injury to a domestic industry or the impediment to the formation of a domestic industry; and (iii) causal relationship between the import of dumped products and the injury caused to a domestic industry.

The Ministry of Industry and Trade encourages all enterprises, individuals who are importing, exporting, distributing, and using the products under investigation to register as an interested party and provide necessary information to the Ministry.

The Ministry of Industry and Trade will examine and verify the information provided by interested parties before making final determination. Additionally, the Investigating Authority will organize public hearing to allow interested parties to directly exchange, provide information, and express their views on the case.

Pursuant to the Law on Foreign Trade Management, the investigation for application of anti-dumping measures may last up to 12 months from the date of issuance of an investigation decision. In special cases, the Minister of Industry and Trade may extend this time limit, provided the total period of investigation must not exceed 18 months.
