Public Hearing – Anti-dumping investigation on Prestressed Concrete Steel Strand products originating from Malaysia, the Kingdom of Thailand, and the People’s Republic of China (Case number: AD17)
On 21st August 2024, the Trade Remedies Authority (TRAV) organized a public hearing for interested parties to present their different views on the case before issuing the final determination of anti-dumping investigation on Prestressed Concrete Steel Strand products originating from Malaysia, the Kingdom of Thailand, and the People's Republic of China.
The public hearing is conducted in accordance with the provisions of Article 70 of the Law on Foreign Trade Management 2017 and Article 13 of Decree No. 10/2018/ND-CP on guidelines for the law on Foreign Trade Management on trade remedies to create opportunities for parties involved in the case to present their opinions, viewpoints as well as providing information related to the case.
The public hearing took place with the participation of 34 representatives from interested parties, including:
- TRAV – Investigating Authority;
- The Royal Thai Embassy in Vietnam, The Embassy of Malaysia in Vietnam.
- Domestic manufacturing enterprises;
- Foreign manufacturing and exporting enterprises;
- Importing enterprises; and
- Authorized representatives of parties involved in the AD17 case participated in the hearing).
At the public hearing, the Investigating Authority (IA) has listened to the opinions of representatives of all parties involved in the case. All opinions and viewpoints of the interested parties will be summarized, considered, and evaluated by the IA in the Final determination of the investigation. The IA ensure that the investigation will be carried out in a fair and transparent manner in accordance with the provisions of Vietnamese law and the WTO.

Summary of case information - On 05th July 2023, the Ministry of Industry and Trade issued Decision No. 1704/QD-BCT on the initiation of an anti-dumping investigation on Prestressed Concrete Steel Strand products originating from Malaysia, the Kingdom of Thailand, and the People’s Republic of China (Case number: AD17). - On 05th June 2024, the Ministry of Industry and Trade issued Decision No.1360/QD-BCT on extending the Deadlines of anti-dumping investigation on Prestressed Concrete Steel Strand products originating from Malaysia, the Kingdom of Thailand, and the People’s Republic of China (Case number: AD17). - On 21st August 2024, TRAV organized a public hearing for interested parties to directly exchange, provide information, and express opinions on the case before issuing the final determination of this case. The public hearing was held in person and online with the participation of interested parties in the case. Next, the Trade Remedies Authority of Viet Nam will finalize the final determination of the case. Based on the final determination, the Ministry of Industry and Trade will issue an official decision on the case.
