The Ministry of Industry and Trade issued Decision on the Final Review of Anti-Dumping and Countervailing Measures on Certain Sugar Products Originating from the Kingdom of Thailand (Case Code: ER01.AD13-AS01)
On June 13, 2025, the Ministry of Industry and Trade (MOIT) issued Decision No. 1686⁄QD-BCT on conducting a final review of the application of anti-dumping and countervailing measures on certain sugar products originating from the Kingdom of Thailand (case code: ER01.AD13-AS01).
After four years of applying anti-dumping and countervailing measures, the final review is being carried out in accordance with mandatory provisions of the WTO and Vietnamese law, allowing the investigating authority to assess the necessity, reasonableness, and socio-economic impact of extending the measures; or to determine whether the termination of these measures may lead to the continuation or recurrence of dumping, subsidization, and material injury to the domestic industry.
Next Steps:
According to legal regulations, after initiating the review, the investigating authority will send questionnaires to relevant parties to collect information for analyzing and assessing the following aspects:
(i) the likelihood of continued or renewed dumping and subsidization if the measures are lifted; (ii) the potential for material injury or threat of material injury to the domestic industry if the measures are terminated; and (iii) the causal relationship between the likelihood of dumping/subsidization and the injury suffered by the domestic industry.
The Ministry of Industry and Trade will verify and examine the information provided by the interested parties before completing the final conclusion of the review.
The MOIT recommends that all organizations and individuals engaged in the import, export, production, distribution, trading, or use of the investigated products register as interested parties and submit relevant information to ensure their rights and interests are protected under the law.
Interested parties must register using the "Interested Party Registration Form" provided in Appendix I of Circular No. 37/2019/TT-BCT and submit it to the investigating authority via the Trade Remedies e-Portal (TRAV ONLINE – https://online.trav.gov.vn) within sixty (60) working days from the effective date of the review initiation decision. Additionally, the registration form may also be submitted via post or email.
