Ministry of Industry and Trade Initiates Sunset Review of Anti-Dumping Measures on Polyester Yarn Imports
On October 16, 2025, the Ministry of Industry and Trade (MOIT) issued Decision No. 3013⁄QD-BCT to initiate a sunset review of the anti-dumping measures imposed on long polyester filament yarn originating from India, Indonesia, Malaysia, and China (Case No. ER01.AD10).
After four years of implementation, this review is conducted in accordance with the WTO regulations and Vietnamese trade-remedy laws. Its purpose is to assess the necessity, reasonableness, and socio-economic impacts of maintaining or terminating the measure. The review will determine whether the termination of the anti-dumping duties would likely lead to continued or recurrent dumping and material injury to the domestic industry.
Review Process
Following the initiation, the Trade Remedies Authority of Viet Nam (TRAV) will issue questionnaires to relevant stakeholders to collect data and evaluate:
- The likelihood of continuation or recurrence of dumping if the duties are removed;
- The likelihood of continued or recurrent material injury or threat thereof to the domestic industry;
- The economic and social implications of maintaining or discontinuing the measures.
The TRAV may conduct on-site verification of the information provided before finalizing its conclusion of the sunset review.
Call for Participation
The TRAV encourages all organizations and individuals engaged in the production, import, export, distribution, trade, or use of the subject merchandise to register as interested parties in order to protect their legitimate rights and interests in accordance with the law.
Interested parties are requested to submit the Registration Form (Annex I) issued under Circular No. 26/2025/TT-BCT via the TRAV Online System at https://online.trav.gov.vn within 60 working days from the effective date of this Decision. Registration documents may also be sent by post or email.
