Conference: “Training on Regulations and Practices for Responding to Trade Remedies Measures” in Thanh Hoa Province

On August 15, 2025, the Trade Remedies Authority (Ministry of Industry and Trade) collaborated with the Authority of Industry and Trade of Thanh Hoa province to organize a conference on “Training on Regulations and Practices for Responding to Trade Remedies Measures”. The conference was attended by representatives from the Trade Remedies Authority, various Authoritys and agencies, and a large number of businesses and associations in the province. The conference aimed to enhance the capacity of Vietnamese businesses to proactively warn, prevent, and respond to trade Remedies cases abroad.

Speaking at the conference, the Head of the Trade Remedies Authority emphasized that globalization and integration bring great opportunities but also pose many challenges: Vietnam has signed and is negotiating 19 FTAs ​​(of which 15 FTAs ​​are in effect), and in the first five months of 2025, total export-import turnover reached US$355.79 billion (exports increased by 14.0%, imports increased by 17.5%, trade surplus of US$4.67 billion), with the United States being the largest export market (US$57.2 billion) and China the largest import market (US$69.4 billion).

According to data from the Trade Remedies Authority, as of the end of July 2025, Vietnamese export goods had faced 292 trade Remedies cases initiated by foreign countries. Of these, the United States was the market with the most investigations, accounting for 77 cases (26%), focusing on key sectors such as iron and steel, aluminum, seafood, wood, yarn, textiles, plastics, chemicals, and electronics. This figure indicates increasing legal and trade risks for exporting businesses, highlighting the urgent need for legal skills, data collection, and risk management.

At the conference, experts introduced and analyzed three main trade Remedies tools (anti-dumping, anti-subsidy, and safeguard measures), the procedures for handling investigations, updated global trade Remedies trends, and presented typical cases involving Vietnamese businesses in the United States. In addition, businesses were guided on how to utilize the Early Warning System to proactively mitigate risks.

The conference equipped businesses with the ability to identify risk indicators early and pinpoint high-risk products. The conference aimed to help businesses understand legal procedures abroad in order to prepare complete documentation and evidence regarding prices, costs, contracts, and raw material documents. In addition, the conference encouraged businesses to establish multi-functional internal task forces to respond quickly to investigation notices, optimize data collection methods, and enhance coordination with associations and the Trade Remedies Authority to access timely expert advice.
