Congress of the Trade Remedies Authority Party Branch for the 2025-2030 Term

On the afternoon of April 23rd, at the headquarters of the Ministry of Industry and Trade, the Trade Remedy Authority Party Branch held its Congress for the 2025-2030 term. The Congress of the Trade Remedy Authority Party Branch for the 2025-2030 term is a comprehensive political activity, marking a new stage of development for the unit; it is of particular importance in the organization of Party congresses at all levels leading up to the 14th National Congress of the Party. Attending and directing the congress was Comrade Phan Van Ban - Deputy Secretary in charge, Chairman of the Party Committee's Inspection Committee of the Ministry of Industry and Trade.

The Trade Remedy Authority Branch is a grassroots Party branch under the Party Committee of the Ministry of Industry and Trade. During the 2020-2025 term, the Party Branch of the Trade Defense Department united and worked together wholeheartedly to implement the Party's guidelines and policies, the State's policies, and the directives of the Party Committees at all levels, ensuring the successful completion of assigned tasks.

The Party members in the Trade Remedy Authority Party Branch possess competence, professional qualifications, good moral character, responsibility, and enthusiasm for their assigned work, demonstrating a spirit of solidarity and mutual support for development.

The Party Branch has continuously innovated its leadership methods, effectively carrying out Party building work closely linked to professional tasks. Simultaneously, the Party Branch has successfully implemented programs and plans for training, fostering, and enhancing the capacity and fighting strength of its cadres and Party members; conducting inspection, supervision, and evaluation of Party member quality; and managing and developing Party members, encouraging young cadres with great energy and dedication, motivating them to strive and grow.

Over the past five years, the Party branch has admitted 17 new members, accepted 11 members transferring their membership, and conducted thorough periodic reviews. The percentage of Party members who completed their tasks well and excellently reached 100%, demonstrating the effectiveness of the Party organization model closely linked to the practical work of trade defense.

Regarding organizational structure, the Trade Remedy Authority continues to innovate and streamline its organizational structure for efficient and effective operation in accordance with Resolution 18-NQ/TW. In terms of trade remedies law enforcement, the Trade Remedy Authority handled 55 trade defense cases during the term, protecting domestic production and increasing state budget revenue by approximately 1.5 trillion VND annually. Simultaneously, it proactively responded to and supported businesses in handling 278 trade defense cases involving export goods.

In addition, in response to the increasing trend of trade defense investigations, the Trade Remedy Authority has proactively developed an early warning list, which includes a warning list of more than 30 items out of over 300 items under monitoring that are at risk of being subject to trade defense investigations, helping businesses, associations, and relevant agencies to promptly develop effective response plans. The dissemination and promotion of trade defense laws continues to expand in both scale and depth.

In his address to the congress, Comrade Phan Van Ban - Deputy Secretary in charge and Chairman of the Party Committee's Inspection Committee of the Ministry of Industry and Trade - acknowledged the achievements of the Trade Remedy Authority Party Branch; while also pointing out shortcomings that need to be addressed, and clearly outlining the tasks and responsibilities for the Trade Remedy Authority's Party Branch in the new term.

Comrade Phan Van Ban emphasized that the next term will present a mix of difficulties and opportunities. In particular, Comrade Phan Van Ban pointed out that the leadership methods of the Party and State are undergoing new changes; global trade competition is becoming increasingly complex… affecting many activities of the Ministry of Industry and Trade, as well as the Trade Remedy Authority. In addition, there is the implementation of the summary of Resolution 18-NQ/TW on restructuring, streamlining, and improving the effectiveness and efficiency of the political apparatus… Therefore, in the coming time, Comrade Phan Van Ban stated that the Party Cell of the Trade Remedy Authority needs to focus on implementing several key tasks: Firstly, innovating and improving political and ideological education, especially disseminating, implementing, and carrying out political resolutions, conclusions, and directives of the Central Committee, the Government Party Committee, and the Party Committee of the Ministry of Industry and Trade.

Secondly, closely following the leadership and direction of the Party Committee of the Ministry of Industry and Trade and the Ministry's leadership, promoting the spirit of unity, responsibility, and exemplary conduct of cadres and Party members; actively and diligently fulfilling assigned political tasks.

Third, strengthen the management of cadres and Party members in terms of ideology, ethics, political and professional tasks, managing Party members' relations with foreign organizations, overseas travel for personal reasons, and Party member records; effectively assign tasks to Party committees and Party members to serve as a basis for inspection, supervision, and evaluation.

Fourth, innovate and improve the quality of Party branch and Party cell meetings, ensuring the proper performance of the functions of the Party committee and Party organization.

Fifth, pay attention to improving personnel organization work, planning, transfer, and appointment; enhance the capacity and effectiveness of the Department's leadership apparatus, as well as the Party branch and Party cell.

Sixth, continue to thoroughly implement the directives.
