MOIT announces results of the review on anti-circumvention measures against imported sugar products
On October 13, 2025, the Ministry of Industry and Trade (MOIT) issued Decision No. 2868⁄QĐ-BCT announcing the results of the review on the application of anti-circumvention measures of trade remedies on certain imported sugar products (Case code: AR02.AC02-AD13.AS01).
Previously, on August 1, 2022, the MOIT issued Decision No. 1514/QĐ-BCT to apply anti-circumvention measures of trade remedies on sugar products imported from the Kingdom of Cambodia, the Republic of Indonesia, the Lao People’s Democratic Republic, Malaysia, and the Republic of the Union of Myanmar.
Based on the request of Wilmar Sugar (Myanmar) Limited, on December 24, 2024, the MOIT issued Decision No. 3485/QĐ-BCT to initiate a review of the application of anti-circumvention measures. The review process was conducted in accordance with the Law on Foreign Trade Management and relevant Government decrees detailing the implementation of certain provisions of the Law regarding trade-remedy measures.
The review concluded that Wilmar Sugar (Myanmar) Limited did not meet the conditions for exclusion from the scope of the anti-circumvention measures. Accordingly, the company continues to be subject to the application of anti-circumvention measures pursuant to Decision No. 1514/QĐ-BCT.
