EU initiates safeguard investigation on certain manganese and silicon-based alloys
On 19 December 2024, the European Commission (EC) issued Notice No. C⁄2024⁄7541 initiating a safeguard investigation on certain manganese and silicon-based alloying elements (HS codes 28.04.69.00; 72.02.11.20; 72.02.11.80; 72.02.19.00; 72.02.21.00; 72.02.29.10; 72.02.29.90; 72.02.30.00; 72.02.99.30; 72.02.99.80.30; 28.50.00.60.91.
According to the information in the request for initiation of the investigation, the volume of imports of the investigated product into the European Union (EU) increased from 1.3 million tonnes in 2020 to 1.6 million tonnes in the first half of 2024. The total volume of imports also increased significantly in relative value, from 126% to 298% when compared to EU production output and from 71% to 83% when compared to consumption. The EC initially assessed that the request provided sufficient evidence that the volume and price of the imported goods had a price impact on similar and directly competitive goods of the EU, causing serious injury to the manufacturing industry in the region. In addition, the unforeseen development identified by the EC in the notification of initiation was the increase in production of the countries and the attractiveness of the EU market.
Regarding the upcoming investigation procedures, the EC has posted the investigation questionnaires for interested parties at: https://tron.trade.ec.europa.eu/investigations/case-view?caseId=2770. The deadline for responses is within 21 days from the date of the investigation notice. In addition to responding to the investigation questionnaire, interested parties can participate in the case by registering as interested parties (within 15 days from the date of the investigation notice) and sending comments or registering for consultation with the investigating authority (within 21 days from the date of the investigation notice).
