Utilizing Trade Remedies Measures in the New Context - Disseminating Newly Issued Legal Documents in the Field of Trade Remedies in Ho Chi Minh City

On July 25, 2025, the Trade Remedies Authority - Ministry of Industry and Trade chaired the workshop “Using Trade Remedies Measures in the New Context - Disseminating Newly Issued Legal Documents in the Field of Trade Remedies” in Ho Chi Minh City.

In her opening speech, Ms. Tran Do Quyen - Deputy Director of the Trade Remedies Authority - emphasized Ho Chi Minh City's leading economic role and its significant contributions to the overall development of the country. However, along with the opportunities from international economic integration, Vietnamese businesses, especially in Ho Chi Minh City, are facing significant challenges from trade Remedies cases initiated by foreign countries. Many key local products such as steel, textiles, footwear, seafood, wood and wood products have faced trade Remedies investigations, causing significant losses in export turnover, competitiveness, employment, and supply chain disruptions.

The workshop focused on disseminating details of one newly issued Decree and five Circulars in the field of trade Remedies, along with new regulations on exemptions from trade Remedies measures – an issue of great interest to many businesses. Speakers from the Trade Remedies Authority also presented an overview of trade Remedies measures and the free trade agreements that Vietnam participates in, including regulations and trends in the application of trade Remedies measures worldwide. In addition, the workshop provided information on practical responses to trade Remedies cases investigated by foreign countries against Vietnamese export goods, sharing experiences and important considerations for businesses in identifying market economies and effectively responding to such cases.

The discussion and Q&A session received positive interaction from the workshop participants, helping to clarify difficulties and find solutions to problems that businesses are facing.

The workshop contributed to improving understanding and equipping businesses, especially manufacturing and exporting businesses in Ho Chi Minh City and neighboring provinces, with basic knowledge and regulations on newly enacted trade Remedies laws and effective response skills to trade Remedies investigations. This helps businesses be more proactive in complying with the law, protecting their legitimate rights, and achieving sustainable development in the international market.

The Trade Remedies Authority will continue to closely coordinate with relevant agencies and units to support businesses in trade Remedies, minimize risks and losses in the context of a volatile global economy, and enhance the competitiveness of Vietnamese export goods.
