Thailand Initiates a Sunset Review of the Anti-Dumping Duty Order on Cold-Rolled Carbon Steel Originating in or Imported from Vietnam, China, and Taiwan

On 4 February 2025, the Trade Remedies Authority of Vietnam (TRAV) received information that the Department of Foreign Trade of Thailand (DFT), the investigating authority, had initiated a sunset review of the anti-dumping duty order on cold-reduced carbon steel, in coils and not in coils, originating in or imported from Vietnam, China, and Taiwan.

The products subject to the sunset review are classified under the following HS codes: 7209.1500, 7209.1600, 7209.1700, 7209.1820, 7209.1890, 7209.2500, 7219.2600, 7209.2700, 7209.2810, 7209.2890, 7209.9010, 7209.9090, 7211.2310, 7211.2320, 7211.2330, 7211.2390, 7211.2910, 7211.2920, 7211.2930, 7211.2990, and 7225.5000.

The DFT has issued questionnaires for foreign producers and exporters. The deadline for submitting responses to the questionnaires is 4:30 p.m. on 7 March 2025 (Bangkok time).

To ensure a timely response to the investigation, the Trade Remedies Authority of Vietnam recommends that the Vietnam Steel Association (VSA) and relevant Vietnamese producers/exporters take the following actions:

For the Vietnam Steel Association (VSA)

• Notify relevant Vietnamese producers and exporters of the initiation of the sunset review.
• Encourage relevant enterprises to participate in the investigation where necessary.

For producers and exporters

• Register to participate in the investigation and submit questionnaire responses within the prescribed deadline and in the required format.
• Fully and comprehensively cooperate with the investigating authority throughout the proceedings, including responding to questionnaires and submitting comments and opinions, in order to avoid being determined to be non-cooperative or insufficiently cooperative, which may generally result in adverse findings. Enterprises should ensure strict compliance with all applicable instructions, procedures, and deadlines.
• Maintain communication and coordination with the Trade Remedies Authority of Vietnam to receive timely support throughout the investigation.
