The Ministry of Industry and Trade of Viet Nam initiates the first review on the application of anti-dumping measures on certain hot-rolled steel (Case number: AR01.AD20)

On 4th July 2025, the Ministry of Industry and Trade of Vietnam issued Decision No.1959/QD-BCT on the application of definitive measures on certain hot-rolled steel products originating from the the People’s Republic of China and the termination of the investigation into the imposition of anti-dumping measures on certain hot-rolled steel products originating from the Republic of India.

Pursuant to Clause 1 Article 51 of the Decree No. 86/2025/ND-CP dated April 11, 2025, detailing certain provisions of the Law on Foreign Trade Management concerning trade remedies: “...On an annual basis, during the first four years from the effective date of the decision imposing definitive anti-dumping or countervailing measures, or the effective date of the decision extending anti-dumping or countervailing measures, the requesting party shall have the right to submit a request for a review...”.

Accordingly, the Trade Remedies Authority of Vietnam has received a review request submitted by a producer located in China concerning the application of anti-dumping measures to such producer.

After evaluating the dossier submitted by the interested parties, on 27th July 2026, the Ministry of Industry and Trade issued Decision No. 1902/QD-BCT on the fisrt review on the application of anti-dumping measures on certain hot-rolled steel products originating from the People’s Republic of China (Case number: AR01.AD20)

  1. o ensure the interests of all organizations and individuals relevant to the case, the Trade Remedies Authority of Viet Nam recommends:

Entities can register as an interested party by filing the form and submit it to the Investigating Authority through the Trade Remedies Case Online Filing System (TRAV ONLINE - https://online.trav.gov.vn) within sixty (60) working days. The interested party may also submit the form to the Investigating Authority via either chanel: (i) by post or (ii) by emails.

The deadline for interested party registration is 21th October 2026.
